Life Peerages Act

   Life baronies under the Act are theoretically created by the monarch but in practice they are granted upon the recommendation of the Prime Minister (who usually consults with the Leader of the Opposition). The measure permitted men and women to be created as peers for the duration of their lives. The purpose of the measure was to diversify membership of the chamber, bringing in individuals from various walks of life who had something to contribute to the deliberations of the upper house. By being used to boost Labour membership, the Act could be seen as a skilful ploy by Conservative Prime Minister Macmillan to deflect criticism of the House of Lords as one-sided and unfair.
